A note from Washoe Valley alliance on the next phase of the Sierra Reflections development controversy.-editor.
"People have been asking about next steps in the Sierra Reflections process.Sierra Reflections is a project of Regional Significance based upon number of houses, traffic generated and some other issues. As such, after approval by the three stooges at Washoe County, it must be reviewed and approved by the Truckee Meadows Regional Planning Agency (TMRPA). This Agency consists of two groups. The first is the Truckee Meadows Regional Planning Commission (TMRPC). This is similar in function to the Washoe County Planning Commission. It consists of 7 members. Three planners from the Washoe County Planning Commission, two planners from Reno and two planners from Sparks. The second group is the Truckee Meadows Regional Plan Governing Board (TMRPGB). It consists of County and City Commissioners in the same numbers as the Planning Commission. It functions in a manner similar to our BCC. LIke the County process, if the Planning Commission denies it, it can be appealed to the Governing Board. Washoe County has referred the SR Application to TMRPA. They are reviewing it to make sure it is complete and ready to be processed. This should take a day or two. The Regional Planner assigned to Sierra Reflections is Nathaniel Kusha. Dr. Smith stated that he thought that SR would go before the Regional Planning Commission on April 23, 2026. The meetings are usually in the evening. The location can vary. More to follow.The TMRPA looks at the Application from a regional level. They consider Policies which are found in Chapter Three of the Truckee Meadows Regional Plan as their "Findings".As such we need to see how the Findings which we identified at the County level support not making the regional policies. Please become familiar with the plan and read this chapter.Dr. Smith has agreed that he and the SR Regional Planner will meet with us so that we can better understand this process.
